The Hispanic population was 15% of the city of Plymouth in 2000 and is now at 20% according to the 2010 numbers.  This increase suggests that Hispanic population did in fact fill out the forms.  

If it were not for the increase in the Hispanic population, the size of the city would be stagnant.  Just something to think about.

The last &quot;official Census Bureau estimate&quot; for the city&#039;s population (based on birth, death, IRS and other data) was just over 11,000 for July 2009. The Census 2010 figure is almost 1,000 lower. Apparently, many people (especially our growing Hispanic population) didn&#039;t fill out their forms.</description>
