05/15/13 Monday night the Plymouth Board of Public Works and Safety took an aggressive step in cleaning up the remnants left after a meth lab is located in the residential structure.

Indiana Code and the City’s Unsafe Building and Premises Ordinance allows for the determination of the properties at 308 and 313 West Washington Street to be deemed uninhabitable since active meth labs have been located in each one. 

The land owners of record for properties, 308 and 313 West Washington Street are James and Sharon Carnes with Timothy Kuhar also being listed on the 313 property. These two properties are being sold on land contract to RAB Holdings Co., LLC.with Robert A. Gingerich.  According to the terms of the land contract, Gingerich has possession and the right to control the day-to-day use of both homes.

 A meth lab was located in the upstairs apartment of 313 W. Washington St. on December 28, 2011 and

  another one in the downstairs apartment on April 30th, 2013

  with a lab being found at the 308 property on April 9th of this year. 

The three residences are currently subject to ISP yellow tag notices, requiring inspection by a state qualified inspector, and possible decontamination or other action before they may be deemed fit for human habitation. 

All parties involve agree to the order and if RAB Holdings fails to comply with the order, the Board of Public Works and Safety approved allowing the city to pay for inspections, work, and repairs at both 308 and 313 West Washington.  Any costs incurred by the City of Plymouth will be paid using funds in the City’s Unsafe Building Fund and then have RAB Holdings to make prompt efforts to repay or establish a repayment plan to compensate for city funds used to bring the residential facilities up to standard.
