Fulton_County_Sheriff_crash3-10-15_1Fulton County – Recently, a narcotics investigation by officers from the CLEAN Team led to the arrest of Charla Richard, 39, of rural Rochester. Richard was incarcerated in the Fulton County Jail to face criminal charges for possession of methamphetamine, maintaining a common nuisance, possession of marijuana, neglect of a dependent, and possession of drug paraphernalia.

Monday evening, as part of an ongoing investigation, officers from the CLEAN Team served a Fulton Circuit Court search warrant on Richard’s Fulton County residence and the surrounding property.  During the execution of the warrant, officers allegedly found approximately 300 mature marijuana plants growing in seven plots, in fields, on Richard’s property.  Officers also purportedly found an active methamphetamine lab, methamphetamine, processed marijuana, prescription medication, syringes, two handguns, digital scales, items associated with the manufacturing of methamphetamine, and numerous items of drug paraphernalia.

The CLEAN Team is a task force with 11 law enforcement entities that have dedicated resources to fight narcotics in Fulton and Miami Counties. CLEAN stands for Combined Law Enforcement Against Narcotics.  The main focus of the task force is narcotics enforcement with an emphasis on methamphetamine related crimes.

The CLEAN Team was assisted by troopers from the Indiana State Police Peru and Bremen Posts, officers from the Rochester Police Department, the Fulton County Sheriff’s Department, and the Indiana State Police Aviation Section.
