On Wednesday March 2, at approximately 8:50 p.m. Marshall County Police arrested 19 year old Victor Phillips of South Bend. Phillips was arrested for Operating a Vehicle Without Ever Receiving a License following a traffic stop on US 31 near US 6 for a moving violation.
