Plymouth School Board Continues to Move Forward with New Lincoln Junior High Building Project

Plymouth Community SchoolsThe Plymouth School Board made a couple of PCSC employee handbook substitutions during their October 3 meeting. Previously, the corporation reserved the right to run background checks for current employees, primarily to determine eligibility for promotions or reassignments. With the passing of Indiana State HEA 1079, background checks are required every five years.

An addition to the classified employee handbooks now stipulates that an employee must have worked 120 days within the calendar year to receive a salary increase.

The Board voted 4-0 to adopt the 2018 Budget; 2018 Capital Projects Plan; and Bus Replacement Plan. Board President Todd Samuelson was absent from the meeting.

As plans move forward for the proposed building of a new Lincoln Junior High School, the board began finalizing the paths for financing the project. The first step taken at the meeting was to reapprove the formation of a Building Corporation. The members of the Building Corporation had met at 5:00 P.M. prior to the meeting. The Building Corporation is formed as a not-for-profit corporation to assist in financing, renovating, constructing and improving facilities. They will lease property owned by the PCSC in order to accept the bonds that are being offered.

The board also approved preliminary plans, form of lease and authorization to publish a notice of a lease hearing. Umbaugh and Associates was approved as the municipal advisory service for the first bonds, series 2018.

The Board agreed to the purchase of a property just east of the proposed building site where the LJH football field is currently. Former Superintendent Dan Tyree had explained the need to purchase the site in a meeting earlier this year. According to Tyree, additional expenses that would be required to add significant fire barriers would be more than purchasing the adjacent property.
