EMERGENCY CLOSURE OF ALL COUNTY FACILITIES

County Building WHEREAS, on March 20, 2020, the Marshall County Board of Commissioners issued Resolution 2020-02 declaring a public health emergency for the Coronavirus disease 2019/COVID-19; and 

WHEREAS, on that same date, the Marshall County Board of Commissioners restricted public access in Marshall County buildings through Marshall County Resolution 2020-06 in order to reduce employee exposure from the public; and 

WHEREAS, on March 23, 2020, Governor Holcomb issued Executive Order 20-08, a Directive for Hoosiers to Stay at Home; and 

WHEREAS, it is the intent of the Governors directive for Hoosiers to stay at home and only go to work in order to provide essential governmental functions

NOW THEREFORE, the Marshall County Board of Commissioners, following guidelines and directives of the Governor, the County Health Department, the Indiana State Health Department, and Centers for Disease Control concerning facility closures hereby closes all county facilities from March 25, 2020 through April 6, 2020, except for employees providing essential governmental functions

The County Commissioners, with the assistance of Elected Officials, Judges, and Department Heads, will identify essential employees that will be required to work or telecommute during the health pandemic emergency closing. If an employee is required to work, the employee shall minimize employee-to-employee exposure

Employees directed to stay at home/shelter in place during this closure (March 25 April 6, 2020) shall be paid their normal compensation. If an employee is able to work remotely, the employees supervisor shall determine the work from the home arrangement

Accruals for benefit calculations such as vacation, sick leave, or holiday benefits, shall accrue during the health pandemic emergency closing

Employees on vacation at the time of a health pandemic emergency closing will be charged with their vacation time as previously scheduled.

Employees on sick leave or FMLA leave at the time of a health pandemic emergency closing will be charged with sick leave or FMLA leave as previously requested. Employees on sick leave or FMLA leave will be eligible to receive paid health pandemic emergency leave at the end of such sick leave or FMLA leave contingent upon providing the County with a medical release from the employees medical provider.
