Report of Activities at Commissioner’s Meeting

09/20/11 It was a full agenda for Monday’s Marshall County Commissioner’s meeting.  Julie Fox, Marshall County Clerk representing the Election Board presented the municipal polling sites for the November 8th election.  Municipal elections will be held in Argos, Culver and Plymouth.  The Commissioners approved four HAVA compliant sites in Plymouth; Center 1 at the County Building, Center 2 at the Plymouth Fire Station, Center 3 at the Webster Recreation Center and Center 4 at the Knights of Columbus.  Voting in Argos for Walnut/Green 1 will be held at Argos High School while voting in Culver for Union 1 will be the Culver Public Library.

The Commissioners also approved the Memorandum of Understanding between the Town of LaPaz and Marshall County for law enforcement activities.  The agreement has the Sheriff’s Department providing 600 hours of law enforcement inside the town annually along with their normal North Township patrol.  The Town will pay the county an annual payment of $15,000 for serviced provided.

Jeff Million from DLZ updated the County Commissioners on the construction status for Bridge 89 over the Yellow River on 13th Road.  Jack Isom Construction has placed all of the bridge beams and all of the metal deck forms.  It is anticipated that they will pour the concrete deck by the end of September and shortly after pour the reinforced concrete bridge approaches.  The project is currently 70% complete with an anticipated completion date of October 28th.  Liquidated damages have been charged at the rate of $5,000 per calendar day beginning on August 10th.

Representatives from the Healey Group were before the Commissioners Monday for their quarterly update.  The awaited information on the increase for next year was announced.  When Healey took over as the County’s agent in 2009 they actually were able to lower the county’s premium by 1½% for 2010.  In 2011 the Healey Group was able to secure a guarantee of no more than a 9% increase and when it came in the increase for 2011 was only 3.59%.   The Commissioners approved the proposed increase for 2012 at 7.2% for health insurance. Generally health insurance increases are running at 12 to 15%.  It was noted that they were unable to secure a guarantee for 2013 because a serious health condition recently came into play.
