02/02/11 Tuesday afternoon the Marshall County Commissioners met with Clyde Avery the EMA Director for the County. He informed them that Plymouth Mayor Mark Senter was opening an Incident Command Center for the severe weather incident that the entire county was expecting Tuesday night and all day Wednesday.
A joint decision was made to declare a City and County wide level 2 Emergency. This declaration states: “Conditions are threatening to the safety of the public. Only essential travel is recommended. Emergency action plans have been or should be implemented by businesses, schools, government agencies and other organizations.”
An Incident Command Center has been set up at the Plymouth Fire Department. Tuesday afternoon Mayor Mark Senter, County EMA Director Clyde Avery, Police Chief Jim Cox and Assistant Chief Dave Bacon along with Fire Chief Andy Metsker and Jim Strong from the Indiana State Police gathered to set out their plan of action.
The fire department has asked members of the volunteer fire service to be on station during the over night hours to respond to emergencies faster and a skeleton staff of street department workers will be working to plow the streets for emergency vehicles to get through. About 3 a.m. the full crew of city snow plow drivers will hit the city streets. The County Commissioners have a few snow plow drivers on overnight for emergencies and have allowed area leaders to take their plows home so they can hit the county roads first thing in the morning.

The Incident Command Center will be focusing on medical issues, stranded motorists, and power outages.
An emergency shelter will be set up by the Red Cross at the First United Church of Christ on the corner of Center and Adams Streets, when requested by the by the city or county.
