05/31/13 Tuesday evening the Plymouth Common Council approved a couple of additional appropriations following a public hearing. The additionals were actually just making funds the city already has on hand available to spend. The first was appropriating $37,200 in the unsafe building fund to cover the meth testing and clean-up at 308 and 313 West Washington Street. The property owner will reimburse the city for their expenses.
The second additional was making $59,900 that was left over in an old FEMA flood mitigation fund available to be used to purchase the property at 301 Garro Street.
Mayor Mark Senter said at the meeting, “The appraisals have been completed and the owner has agreed to the average which is $28,500.”
The current owners Tammy and Roger Osborn from Koontz Lake knew that the city had showed an interest in the property and decided to approach the city before putting a lot of money into renovations of the duplex.
City Attorney Sean Surrisi said, “The city had tried to get FEMA to accept the property through a couple of grant rounds but were unsuccessful.” This structure sits next to the Yellow River and is in the flood plain. He continued and said, “When the opportunity presented itself to the city the Mayor wanted to move forward with it.”
Mayor Mark Senter said in the future this property will be part of River Park Square and the location when a pedestrian bridge will come through for the Greenway Trail in Gill Park.
The additional appropriation of $59,900 will cover the purchase, demolition of the structure, appraisals and title work with money left over.
